I've seen this model used on other forums (full disclosure: one forum) and that one forum tends to have a higher quality of discussion than what small chud and blackpill places suffer from, namely a few spammy users annoyingly posting their unintersting Kpwat-tier output.
The idea is to have a containment zone for unknown users. Users who were invited or are familiar to us otherwise won't have to be quarantined though.
Everything is already set up for this: co-admins will be able to create new users in the admin panel and assign them "Registered" status, these users will be able to post right away. But users who signed up using a registration form will have "Newb" status - we don't know who or what they are - and they'd have to explain themselves in /er/ containtment area (not visible to guests), they'd have to run the gauntlet.
